Minister for European Affairs welcomes opening of detailed EU Treaty talks

The Minister for European Affairs, Dick Roche, T.D., has welcomed the opening today of detailed EU Treaty talks that are expected to conclude in October with agreement on a new Reform Treaty.  Legal experts from the 27 Member States begin meeting in Brussels today on the basis of a mandate drawn up by EU leaders at last month’s European Council.  Minister Roche yesterday attended the formal launch of an Intergovernmental Conference aimed at finalising the new Treaty. 

 

“I am happy that the detailed work of reforming the EU Treaties is now underway.  I hope that these talks can conclude in October so that we can set about the ratification process next year.  The Irish people will be asked to pass judgement on the new Reform Treaty.  I am committed to a major information campaign so that the people can make an informed assessment and confirm Ireland’s commitment to the European Union, from which we have derived outstanding benefits during our 35 years of membership”, Minister Roche said.

  1. The June 2007 European Council agreed a mandate for an Intergovernmental Conference (IGC) to finalise the proposed Reform Treaty.  The IGC, which was convened on 23 July, will complete the technical and legal aspects of the Reform Treaty. It is intended that the IGC will conclude its work this October, to allow sufficient time for Member States to ratify the Treaty prior to the European Parliament elections in June, 2009.

 

  1. Ireland’s position throughout the period of reflection was one of support for the ratification of the Constitutional Treaty. Unfortunately, this did not prove possible. We are, however, satisfied that the essential substance and balance of the 2004 text is retained in the Reform Treaty.  We are particularly happy at the inclusion in the ICG mandate of Ireland’s suggested provisions on combating climate change and a permanent dialogue with European citizens providing full and comprehensive information on the European Union.
