Requirements*Requester refined request to 1. relating to the evaluation methodology used to evaluate tender proposals (including all award criteria, sub-criteria, weightings etc., formulae or methodologies for allocating marks and applying and interpreting minimum or other requirements and anything else whatsoever that was used or intended for use in the evaluation and marking of tender proposals)  2. relating to the actual evaluation of tender proposals, including (a) the allocation of scores to each individual bidder in respect of each and every aspect of the primary and secondary award criteria, together with any changes to the scores awarded; (b) the qualifications and expertise of the members of the evaluation panel; (c) any clarifications or other meetings or discussions with tenderers, including without limitation, records of any pre- or post-tender clarification meetings or discussions held with tenderers, including the successful tenderer, DLRS Limited or its partners HID Global Ireland Teoranta & The Central Bank of Ireland; (d) the evaluation and selection of DLRS Limited and/or its partners HID Global Ireland Teoranta & The Central Bank of Ireland as successful tenderer; (e)  the procedure for creating and drafting the evaluation report, or other similar record, by whatever name called; and  (f) the final evaluation report, or other similar record, by whatever name called.  3. relating to any tests carried out in accordance with Section 7 of the Request for Tenders (“RFT”), including records containing information as to the “minimum quality standards” (referred to in sections 7.4 and 7.4 of the RFT) against which bidder proposals were intended to be and against which they are being assessed; and  4. relating to, or being, the tender submission received from the successful tenderer, DLRS Limited, including submissions made by its partnership tenderers, HID Global Ireland Teoranta & The Central Bank of Ireland.
